CONSTRUCTION of a controversial incinerator in Dublin seems likely to go ahead after Environment Minister Phil Hogan ruled out intervening in the project amid concerns by opponents that it could expose the local authority to large-scale fines.

Mr Hogan yesterday published a redacted version of a report, which examined details of the contract to build an incinerator at Poolbeg in Dublin.

The report was commissioned by Mr Hogan’s predecessor, John Gormley, who believed the agreement with US firm, Covanta, to build the plant could expose Dublin City Council to significant financial risks.
