A STRATEGY to help low-income families heat their homes and pay for fuel was promised by the end of 2009 but has still not been delivered.

The renewed Programme for Government agreed between Fianna Fáil and the Green Party promised a vouched fuel allowance to offset the cost of a carbon levy which came into effect in May, and a fuel poverty strategy by the end of last year.

But both of these promises have been broken despite the cost of fuel increasing by more than a third, the Labour Party said last night.
