TRADE union group IMPACT is to blame for most of the delays, inefficiency and dysfunctional nature of the new centralised system for medical card services, an Oireachtas committee has heard.

The head of the Health Service Executive’s primary care reimbursement team, Patrick Burke, said most of the problems being experienced by the public were the result of action taken by IMPACT members since January 2009.

He told a meeting of the Oireachtas Committee on Health and Children that the trade union group was opposed to centralising the processing of medical card applications and had formally instructed its members not to co-operate.
