CONSUMERS are sitting on a €40 million windfall of shopping vouchers they never redeem.

Yet they face an uphill battle to cash in Christmas and birthday gift vouchers, according to Fine Gael.

The party surveyed 212 people by e-mail and found a litany of problems like stores refusing to give change or coupons that expired too soon.
