AN attempt to force Cork’s city manager to implement a three-storey cap on building heights in the suburbs failed last night.

Joe Gavin faced a Section 140 motion — the second ever to come before the council — signed by Cllrs Chris O’Leary (Green), Jonathan O’Brien (SF) and Mick Barry (Socialist Party).

They said they took the rare step of tabling a Section 140 in an attempt to compel Mr Gavin to implement a motion passed by the council in October 2005 which sought to amend the city development plan to prevent any “high-rise flats” or housing over three storeys from being built.
