SWEEPING restrictions on new and learner drivers are to be ordered by Transport Minister Martin Cullen following an upsurge in road deaths.

The move came as three of the young men killed in a Monaghan accident which claimed four lives were buried yesterday and gardaí revealed officers made 456 drink-drive arrests last week — an increase of 45 on the previous seven days.
