Of 4,500 applications sent in last year, 900 were returned, causing frustration for the public and wasted time for planning officials.

County manager Martin Riordan said all applications had to be validated for compliance with planning laws and checked to ensure the correct fee was included and that newspaper notices and drawings were in order.
