MORE than half of public order offences are not prosecuted or recorded, according to research by the National Crime Council.

Though official statistics show there were almost 43,000 public order offences dealt with in the courts in 2001, the research paints a different picture.

It indicates that total public order offences are running close to 90,000 a year. However, most are minor offences which didn't need to be prosecuted.
