UNEMPLOYED men make up the majority of people imprisoned for failing to pay fines, according to a report published yesterday.

The number of people imprisoned for non-payment of fines or civil debts will be slashed as new ways of enforcing fines are introduced. The antiquated legislation governing the area is being reviewed by Justice Minister Michael McDowell.

Persons imprisoned for non-payment of fines make up 1.5% of the prison population and the review will focus on delivering greater efficiency in the use of prison places and look at alternative ways of punishing offenders in this area.
