New members will enrich EU

IN the wake of the devastation of the Second World War, there was a strong desire to prevent future wars between the nations of Europe. Economic, political and cultural cooperation between nation states was seen as a means to prevent political conflict.

New members will enrich EU

The European Union as we know it today is based on that founding principle and, as the number of member states increases with this latest round of enlargement, the belief in peaceful co-operation is spread further still.

It is fitting that Ireland, as a nation devoted to the ideal of peace and friendly co-operation amongst nations, has the honour of presiding over the largest expansion in the history of the European Union. Today, May 1, Accession Day, marks the reunification of Europe and the ending of the artificial divisions of the last century.

Beyond that, this historic occasion represents the development of a Europe more unified, more peaceful, and more prosperous than at any time in history. However, the occasion is not just about looking back at our history. It is about recognising the opportunities of the present and looking forward to our shared future, a future of Europeans working together for a better Europe and a better world.

Those who laid the foundations of the Union half a century ago knew that their vision of a peaceful, prosperous Europe had to be built on practical co-operation between countries and peoples. Today, we keep alive both their vision and the understanding that, to be successful, Europe must continue to deliver real, tangible benefits to its citizens.

As we welcome the 10 new member States today we strengthen our Union politically, economically and culturally in a number of ways. The extension of the zone of peace, stability and prosperity in Europe will enhance the security of all its peoples. The addition of more than 100 million people, in rapidly growing economies, to the EU's existing market of 370 million, will boost economic growth and create jobs in both old and new member states. There will be a better quality of life for citizens throughout Europe as the new members adopt EU policies for protection of the environment and the fight against crime, drugs and illegal immigration. The arrival of new members will enrich the EU through increased cultural diversity, interchange of ideas, and better understanding of other peoples. Enlargement will also strengthen the Union's role in world affairs in foreign and security policy, trade policy, and the other fields of global governance.

War and division were for too long the hallmarks of our continent. With the bold experiment that is the European Union, we have together changed the face of the continent.

The Europe of today must continue to evolve to meet the challenges, both within and beyond its borders. We have a shared responsibility to leave to future generations a peaceful, prosperous and outward looking European Union. With this enlargement, we have made a great step in that direction. Agreement on a new Constitutional Treaty in June, to which we are all committed, will represent a further important step.

Ireland is privileged to hold the presidency at this momentous time. At a personal level, it is a privilege and honour to hold this office at this time.

This is a solemn occasion, as we remember what the people of Europe have gone through in the not too distant past. But it is also a time for celebration as we reflect on what we have achieved and as we look with confidence to the future.

I am sure that people throughout Europe will all join with the people of Ireland in marking this most important day.
