Expert to argue against ASBOS
London-based solicitor Matt Foot will meet TDs and senators today to voice his concern about plans to introduce anti-social behaviour orders (ASBOS).
Mr Foot, co-ordinator of ASBO Concern in Britain, claims similar measures there have been used to unfairly target people including vulnerable members of society like the mentally ill, young children and drug addicts.
Irish child law expert Geoffrey Shannon and children rights campaigner Fr Peter McVerry will also address a meeting later today to mark the official launch of the Coalition Against ASBOs.
Justice Minister Michael McDowell has proposed ASBOs as an amendment to the latest Criminal Justice Bill. It will enable gardaà to apply to the courts by way of civil procedure to grant an order restricting a person from engaging in anti-social behaviour.
It is understood that gardaà will also be given the power to issue on-the-spot fines of up to 200 for offenders engaged in disorderly conduct and being drunk in a public place as part of the legislation.
Although plans to introduce ASBOs have been criticised by a coalition of children’s organisations, they are being supported in principle by Fine Gael and Labour.
