LEARNER drivers have to rely on a rules of the road booklet that is 10 years out of date.

And the safety of road users is being put at risk by the booklet, according to Labour transport spokeswoman Róisín Shortall.

The booklet features an introduction by Ms Shortall’s party colleague Brendan Howlin, then Environment Minister, but in opposition since 1997.
