The organiser of a party in Taiwan at which 12 people were killed and hundreds injured by exploding powder has been indicted on charges including negligent homicide.

Investigators in Taiwan were focusing today on the possibility that a cigarette butt or spark caused the blaze that burned more than 500 people at a weekend water park party.
