OPEC needs to compensate for a shortfall in oil exports from Venezuela but it shouldn’t change its output target of 23 million barrels a day, the group’s most influential oil minister said today.

OPEC Secretary General Ali Rodriguez held talks on Russia's oil export quotas in Moscow on Saturday, the Interfax news agency reported.

The Organization of Petroleum Exporting Countries has dismissed threats from Iran for an oil boycott.
