Justin Bieber has been cleared of hit-and-run charges for a second time.

A photographer claimed he was caught between Justin's Ferrari and a parked car as he took pictures of the 19-year-old singer leaving the Laugh Factory on Sunset Boulevard in West Hollywood last month.
