Neighbours want Home Owner's Association to act against Bieber
Justin Bieber's neighbours are refusing to pay their Homeowners Association fees until it puts a stop to his reckless behaviour.
The 19-year-old singer received a visit from police at his house in Calabasas, California, last week after neighbours complained he was speeding around in his Ferrari - the latest in a long line of incidents which has angered the community.
