Targeting Roy Cooper’s Bathroom Plan the description states: "North Carolina has ground zero in the fight to impose transgender bathrooms in the nation in the 2016 Gubernatorial election."

The ad is an attack targeting Cooper, who is running to be governor of North Carolina.
