Over-claiming was the problem for 266 of the 334.

Late application resulted in the 100% penalty for 54, and 12 lost out on any payment, due to cross-compliance penalties.

Applicants were paid more than €1.2bn in the 2012 Single Payment Scheme — but there were penalties of up to 100% for 4,004 of the 123,363 landowners who applied for the SFP.

Cross-compliance faults resulted in reduced payment for 2,053. Those who incurred penalties also included 1,365 who over-claimed; 468 who applied late; and 93 who incurred both over-claim and cross-compliance penalties.

Meanwhile, in the 2012 Disadvantaged Areas Scheme, payments exceeding €208m were delivered to 95,449 farmers. But a partial penalty, averaging 6%, was applied to the disadvantaged payments of 7,188 landowners, due to faults such as late submission of applications, over-declaration of land, cross-compliance, etc.

In addition, there was a 100% penalty in 310 cases, therefore no payment issued.

A further 2,903 applicants did not meet the revised 2011 stocking density level required to qualify for the 2012 Scheme. And 3,832 had not, up to recently, demonstrated compliance with the 2012 minimum stocking density requirements. Of these, about 1,500 had unsuccessfully sought derogations.

In the 2012 suckler welfare scheme, 33,365 eligible applicants participated, but 650 were found to have no beef breed animals, and therefore they are not due any payment.

Penalties ranging from 1% to 5% have been imposed on 4,204 applicants, where a low degree of non-compliance with the scheme’s rules and regulations was identified.

Some 4,909 cases remained to be finalised up to recently, mainly due to failure to provide the requisite information.
