ICOS calls for practical nitrates operation

The co-op umbrella body ICOS has called for practical rules to govern the operation of the nitrates directive and increased grant aid for livestock marts.

Padraig Gibbons, president, said it is important that the operating regulations and the case for a derogation for up to 250kg of nitrogen per hectare are clarified in consultation with the agriculture and food sector.

He said it is crucial that the implementing regulations, currently being drafted by officials, provide for the continuation of commercial agricultural practices throughout the country.

Mr Gibbons said the rules must provide for practical arrangements between farms to allow those with higher stocking levels or pig, poultry and other agricultural businesses to spread slurry on other farms while staying within the organic nitrogen limits.

He said this should be provided without placing unnecessary costs or administrative burdens on either the farms or the businesses involved in spreading arrangements.

Mr Gibbons said ICOS welcomes the announcement by Mary Coughlan of increased grant rates for effluent storage facilities. He said it is essential that these rates are confirmed with the Commission at an early date to allow farmers to plan with certainty.

Mr Gibbons said the increased grant aid rates for farm waste management are very welcome and will go some way to covering farmers’ capital costs. But they must also be accompanied by an enhanced capital investment grant scheme for businesses, including livestock marts.
