The umbrella organisation of trade unions wants multinational companies to set up a fund to invest in Irish enterprises and infrastructure.
It is part of the Irish Congress of Trade Unions' pre-Budget submission for 2011.
They say Government policy is deflating the economy and putting thousands of jobs at risk.
