BUPA's new owner has reportedly accused VHI of deliberately setting out to lose money in order to ensure it received risk-equalisation payments from its competitors.

Reports this morning say Sean Quinn told a conference yesterday that he believed VHI's losses were engineered by the company to force the Government to impose risk equalisation in the market.
