Commission chief pledges to boost European economy

The European Union’s incoming chief executive warned it may take longer than planned to reform the continent’s sluggish economy as he gathered his new team today to lay out ground rules for how it will operate over the next five years.

European Commission President-designate Jose Manuel Barroso also reiterated his desire for smoother ties and greater cooperation with Washington, including on Iraq.
