European Central Bank president Jean-Claude Trichet has expressed his firm belief that the EU's budget rules, detailed in the 1997 Stability and Growth Pact, should be respected.

The stability pact rule forbids eurozone governments from running up public deficits more than 3% of the country's GDP.
