Luxembourg's prime minister and finance minister Jean-Claude Juncker has joined Romano Prodi in his criticism of EU budget rules, agreeing that they need to be enforced more flexibly.

The Luxembourg premier said there was "no need to make a fetish" of the EU's Stability and Growth Pact on budget discipline and that said it might be worth tolerating temporary breaches of the pact's deficit cap.
