The rest is due largely by failed businesses that will never be able to pay. It’s a lot of money but still relatively small in the overall scheme of things.

That collectable debt represented about 3% of gross tax receipts last year and, given the depth of the economic downturn, the level of tax compliance is surprisingly good.
