CHANGING the EU Treaty to deprive member states of voting rights is on the cards to punish countries for breaking euro rules.

However, EU leaders meeting in Brussels yesterday were unable to break the impasse about what immediate sanctions they are willing to agree to.

They have signed up to having their draft budgets reviewed by the European Commission to ensure they will keep spending and debt under control. The next step is to agree how to enforce the rules and the proposals include losing EU funding and being fined.
