Commissioner calls for review of EU agriculture payments

THE criteria for the distribution of European Union direct payments should be reviewed, according to Agriculture and Rural Development Commissioner Dacian Ciolos.

During a visit to Budapest, he said the option for using historical criteria has to be replaced with more equitable instruments to bridge the gaps between member states, regions and types of agriculture.

Ireland East MEP Mairead McGuinness, speaking after questioning Mr Ciolos at the European Parliament in Strasbourg, said the Commissioner is firmly against maintaining the historical basis for direct payments.

“This is of concern to Ireland as we have a strong interest in securing the €1.3 billion in direct payments to our producers,” she said.

Ms McGuinness said the Commissioner did indicate there could in future be flexibility for member states in relation to direct payments, with criteria set at EU level, but adjustments possible to accommodate local issues in member states.

“He said he will launch a public debate on the future of the Common Agricultural Policy in April and it is important that there is wide participation in this debate.

“In mid-July a two-day conference will take place on agriculture and we can expect the Commission communication on the CAP reforms in November, with legislative proposals due by the middle of next year,” she said.

Ms McGuinness said Mr Ciolos flatly rejected efforts by some environmental organisations to delete ‘agriculture’ from the CAP.

“This is heartening for those of us who believe that agriculture and food production are vital issues for the EU and that environmental concerns need to be addressed through efforts for sustainable production and resource efficiency,” she said.

Ireland South MEP Sean Kelly, who had discussions with IFA leaders in Strasbourg ahead of a meeting with Mr Ciolos, said the CAP is the insurance policy for guaranteeing a rural economy, food security and food quality and traceability.
