THE new milk quota exchange is a complicated system that has given the wrong result, according to the ICMSA president Jackie Cahill.

He said it has led to a virtual doubling of the cost of quota in some co-ops with the priority category dairy farmers receiving no quota at the fixed price of 12c per litre. He said if farmers who require quota to grow their businesses have ended up with no extra quota, or expensive quota, the exchange must be pronounced a failure.
