THE suggestion that this country needs a massive inquiry into how the banking crisis got to the level it did sound hugely appealing.

That it came from the new governor of the Central Bank, Patrick Honohan, makes the call even more compelling.

To be fully effective the inquiry would need to go back to the foundations of the state.
