Warden issues parking ticket after 30 seconds

A British man received a parking ticket just 30 seconds after leaving his car.

Andrew Oxley, 29, was furious when he left his vehicle in an Exeter car park to pay for a ticket, only to return to find he had already been issued with a £120 fine for not having one.
