A US state legislative committee approved a plan to eliminate the death penalty and use the money to focus on dormant cases after victims’ relatives asked for help finding closure.

The Colorado House of Representatives Judiciary Committee approved the measure after hours of emotional testimony from supporters who said the money could be better spent finding the people who killed their loved ones. The bill now goes to the Appropriations Committee.
