Summing up a year of setbacks, US President George W Bush conceded today that insurgents in Iraq had thwarted his efforts at “establishing security and stability throughout the country”.

Looking to change course, Bush said he had not decided whether or not to order a short-term surge in US troops in Iraq in hope of gaining control of the violent and chaotic situation there.
