As Bulgaria and Romania today waited to hear whether they have made enough progress to become European Union members on January 1, EU chief Jose Manuel Barroso put a damper on the hopes of Croatia, Turkey and others to join the bloc.

As Bulgaria and Romania today waited to hear whether they have made enough progress to become European Union members on January 1, EU chief Jose Manuel Barroso put a damper on the hopes of Croatia, Turkey and others to join the bloc.

In Strasbourg, Barroso said the EU had to decide what to do with its embattled constitution before it could accept any further new members.
