China to punish those behind pollution disaster

China’s leaders today sent a team to investigate a chemical plant accident that poisoned a major river and said officials responsible will be punished.

Meanwhile the 3.8 million residents of the northeastern city of Harbin went a third day without running water, waiting in biting cold to get supplies from trucks.
