France aims to encourage more babies

The French, surveys show, are among Europe’s most enthusiastic lovemakers and hover toward the top of the continent’s baby-making league. But it is not enough.

At current fertility rates, France and Europe are looking at a population decline that could, some fear, have far-reaching economic and social consequences. Simply put, Europeans need to have more children for the continent’s future well-being.
