Ukraine pursued its drive to build closer ties with Western institutions today, negotiating a co-operation plan with the European Union on the eve of President Viktor Yushchenko’s summit meeting with Nato leaders.

Nato meanwhile announced over the weekend a 12-year programme to help the former Soviet republic destroy millions of surplus weapons in what the alliance called the largest demilitarisation effort in the world.
