Presidents Bill Clinton and George Bush failed to act on intelligence and eliminate key al Qaida terrorists by force in the years before the September 11 attacks, according to a probe in the US.

A congressional commission found the Clinton Administration knew as early as 1995 that Osama bin Laden and September 11 mastermind Khalid Sheikh Mohammed were linked to global terrorism.
