The prime minister of Montenegro, Yugoslavia’s junior republic, quit today amid a government crisis over an EU-brokered deal with Serbia to reshape the country as a loose union of two states.

In a letter addressed to the Montenegrin parliament, Prime Minister Filip Vujanovic said that he was returning his mandate to Montenegro’s president after unsuccessful attempts to preserve a coalition government split over the independence issue.
