Bush to outline foreign aid policy

Bush was to outline his new foreign aid policy today, which says poor nations must earn additional US funds by rooting out corruption and undertaking serious political reform.

‘By insisting on reform, we do the work of compassion,’’ Bush said in prepared remarks to the 171 countries and 52 heads of state at the summit.
