Israeli president blames Europe for encouraging violence

Israeli President Moshe Katsav has denounced Palestinian leader Yasser Arafat and accused European nations of encouraging violence.

He cancelled visits in Mexico City where he is attending a conference after learning of the sniper shooting of 10 Israeli soldiers and civilians.
