Arafat takes responsibility for arms smuggling, says Powell

US Secretary of State Colin Powell has told the US Congress that Yasser Arafat accepts responsibility as chairman of the Palestinian Authority for an attempt to smuggle 50 tons of Iranian weapons into Gaza.

However, Arafat has not accepted personal responsibility for the shipment, Powell said, which was intercepted in the Red Sea last month by Israeli commandos.
