Heeding Nato and European Union warnings that Macedonia faces the risk of renewed ethnic warfare, leaders of the country’s majority Macedonians and ethnic Albanians pledged to revive stalled reforms under a Western-sponsored peace accord.

Nato Secretary-General Lord Robertson and Javier Solana, the EU’s foreign policy chief, negotiated a formula yesterday to bring lawmakers from the rival sides back to parliament for a debate on constitutional amendments meant to upgrade ethnic Albanian rights.
