Bush blocks Clinton's farewell acts

George W Bush has blocked dozens of last-minute rules and regulations rushed through by Bill Clinton in his last hours as US President - including an order allowing smaller holes in Swiss cheese.

His administration also approved a £1.88bn housing grant for the poor and a new restriction on flights over national parks.
