Police found 45-year-old Cynthia Wachenheim with 10-month-old baby Keston in her arms.

An officer took the baby to a hospital, where he was said to be in a critical but stable condition.

Wachenheim was pronounced dead at the scene. A seven-page note was found inside the apartment, under the bed.

In the note, Wachenheim reportedly said she understood she was about to do something “evil”, but that she was worried about how her baby was developing, police said.

It was not clear whether the baby has any diagnosed physical or mental problems.

There were no safety bars on the windows.

Steven Dominguez, 18, was walking to a grocery store with his mother when he saw the woman fall.

“I heard a scream like a yell,” he said. “When I got closer, I saw the baby crying.”

He said the baby was face down. “I was shocked,” he said. “I couldn’t believe it.”

He said his mother went to pick up the baby, but an emergency responder told her to stand back.

Wachenheim was reportedly employed by the New York state Supreme Court, but had been on leave prior to her death.
