Fernandez returns to Dominican Republic

LEONEL FERNANDEZ returns today as president of the Dominican Republic, with the challenge of leading the country out of its worst economic crisis in decades.

Fernandez, president from 1996 to 2000, trounced outgoing President Hipolito Mejia in May elections by promising a return to progress. His new government is inheriting e5.2 billion in foreign debt.
