English development money 'not vote sweetener'

Leaders of England’s bid for the 2018 World Cup have been forced to insist £1.5m allocated for international projects is not intended to be a vote-winning sweetener.

Details of the proposed £15m budget have emerged with 10% of the total earmarked for the international development projects.
