Excellent refereeing from Alan Kelly brought both sides a goal apiece as they must meet again at the Showgrounds on Tuesday night to decide who goes through to the FAI Ford Cup quarter-finals.
Blues hit the front on 15 minutes when Karl Bermingham fired home at the back post.
Assistant referee Ken Hennessy initially flagged for an obvious offside, but eagle-eyed Kelly spotted that Daryl Kavanagh's cross had come off the head of Sligo defender Jamie McKenzie before dropping to Bermingham and rightly overruled his linesman to give the goal.
Further good refereeing was granted to Sligo at the other end as they levelled on 28 minutes.
Rovers' skipper Adam Hughes was clearly being tugged at by David Breen as he controlled a Brian Cash cross close to the near post.
Rather than blow for a penalty, Kelly waited to see if any advantage arrived and it duly did as Hughes kept his feet and swivelled to shoot Rovers level from a tight angle.
