Strachan dismisses two-horse race talk
The Tynecastle chief claimed Rangers were not offering the "same kind of challenge as Celtic" to league leaders Hearts.
The managerless Jambos are three points clear of Celtic with Edinburgh rivals Hibernian a further four points adrift in third.
Rangers have fallen 11 points behind Hearts in the title race after their 2-2 draw with bottom club Livingston on Wednesday.
But Strachan was unimpressed with the opinion of the Tynecastle chairman.
Strachan laughed: "George Foulkes? Who's he? George must know the game. I've been a while in football but if George says that, then I'll go along with George.
"I'm only kidding and I wouldn't like to think [what he says is true]. My opinion is still the same as the other week.
"All due respect to everybody else, but there will be four teams going for the title and that is good in any league."
He added: "If you look at other leagues in Europe I don't think there will be many people saying there will be four going for the title, so it is healthy for us.
"So that's good for us, but not for Rangers and Celtic fans, who want to win every game.
"If you look at England just now, the game is taking a little bit of criticism because there is only one team Chelsea at the moment and we definitely don't want that."
Strachan refused to comment on the future of former team-mate Alex McLeish, whose job is under pressure following his side's shock draw at bottom club Livingston.
The Hoops boss is more concerned with the prospect of Japan coach Zico calling up Shunsuke Nakamura for a friendly in Tokyo on November 16 three days before the Old Firm game.
The Scot has also urged other nation's to use common sense when requesting his players during that international week.
Strachan explained: "I have got some faxes. I really need to sit down and think about it. They have arrived this morning, requests for internationals all around the world in some ridiculous places."
