Ahead of the launch of their Strategic Vision and Action Plan (2011-2015), the council’s commercial and marketing manager John Cotter admits officials must establish a guaranteed annual development fund if it is to able to plan effectively for a population explosion in the region.

With population growth, urbanisation, facilities, funding and personnel amongst areas highlighted, the report warns Leinster faces ever-increasing demands for investment at a time of falling incomes.
