SERIAL offenders are to be targeted in GAA games by tougher regulations which will go before the Special Congress on October 4.

The most significant will see players yellow-carded and sent off for committing several new specific offences but replaced by another squad member. Another proposal will be to increase the number of substitutes to six — to take account of the effects of the crackdown.

Ex-Leinster Council Chairman Liam O’Neill, who headed up the committee which made the recommendations, said they wanted to bring about a situation which ensured that “it doesn’t pay to foul” and that players will be removed from the pitch accordingly.
